VietNamNet Bridge - Nearly 90 percent of respondents were unsatisfied with the working style of the Hanoi Department of Natural Resources and Environment in a survey of administrative reform, conducted by the Hanoi Party Committee at five state departments in Hanoi.

Administrative reform in Hanoi has changed but still unsatisfactory.  


In late 2012, the Hanoi Party Committee launched a sociological survey on the implementation of the administrative reform in five key departments of Hanoi, including the Department of Natural Resources and Environment, the Department of Construction, the Department of Architecture and Planning, the Department of Investment and Planning, and the Department of Finance. The 1,000 people that participated in the survey were key officials of districts and businessmen.

According to the survey results, harassment and corruption took place popularly at these agencies, with the high rate of corruption and harassment among the officials who directly meet with citizens to receive or give back administrative documents. The rate was 2.7 percent at the Department of Finance, 7.6 percent at the Department of Natural Resources and Environment, 6.3 percent at the Department of Planning and Architecture, 4.3 percent at the Department of Construction, and 4.7 percent at the Department of Investment and Planning.

Some other parts were also complained with high rate of corruption and harassment, such as the Licensing Management Division of the Department of Construction, the Project Appraisal Division of the Department of Planning and Investment, the Office for Information of Planning and Architecture of the Department Planning and Architecture, and the Mapping Division of the Department of Natural Resources and Environment.

The majority of respondents were also not happy about the performance and the attitude of the staff of these departments. Accordingly, the Department of Natural Resources and Environment had the lowest satisfaction rate – 11 percent. The highest rate was for the Department of Finance – 26 percent.

According to the Hanoi Party Committee, this result shows that that the change in administrative reforms does not meet the actual demands. Changes at the municipal agencies are slower than in the district agencies.
