Accordingly, Hanoi aims to have average housing floor area of 29.5 sq m/person by 2025 (31sq m in urban areas and 28 sq m in rural areas).
Regarding social housing development, 1.25 million sq m of floor area are expected. The city is planning to build independent social housing zones with technical infrastructure items.
Hanoi will review and adjust the planning to supplement the land fund to develop social housing products for workers in industrial blocks. The ratio of social housing products for lease must meet the minimum levels in current regulations.
For housing products for resettlement, Hanoi will develop 0.565 million sq m of floor area, and buy commercial housing for resettlement by funding from the state budget.
Regarding commercial housing, the city plans to develop 19.69sq m of floor area and apartments with the minimum area of 40sq m per apartment. It is also urging the rebuilding and upgrading of old apartment blocks in six zones with D-level safety risks.
As for private housing, it is expected that 22.5 million sq m of floor area, or 4.5 million a year will be developed.
As of 2030, Hanoi hopes to have a housing floor area of 3sq m per head (33sq m in urban areas and 28sq m in rural areas).
Regarding social housing, it will develop 5.55 million sq m of housing floor area, build 1-2 independent (concentrated) social housing zones and prepare the investments of others. It is expected that 100 percent of industrial zones and export processing zones will have social housing for workers.
Regarding housing products for re-settlement, about 1.3 million sq m of housing floor area will be developed. The figure is 15.19 million for commercial housing.
Hanoi will continue to implement the plan on upgrading and rebuilding old apartment blocks in the city. A part of the plan is the upgrading and rebuilding of 10 old apartment blocks (six blocks with high feasibility, namely Kim Lien, Trung Tu, Khuong Thuong, Thanh Xuan Bac, Thanh Xuan Nam and Nghia Tan, and four blocks with D-class safety level, namely Giang Vo, Thanh Cong, Ngoc Khanh and the one for Ministry of Justice’s workers)
As for separate housing products, Hanoi plans to develop 22.5 million sq m of floor area, or 4.5 million a year.
One hundred percent of new housing products and urban areas with the land area of 10 hectares and more will follow green development and smart cities that use digital technology.
