VietNamNet Bridge - Hanoi will evaluate its official through the annual vote of confidence. Officials will be dismissed if failing in the vote of confidence, even only one year in the office, not waiting for the end of the term, Hanoi Party Secretary Pham Quang Nghi said.

Nghi talked with the media on September 18, shortly after the review of self-criticism and criticism of the Hanoi Party Standing Committee finished. This largest ever self-criticism and criticism campaign lasted for 10 days.

Nghi said that the self-criticism and criticism campaign focused on 12 departments. This political activity was not in the type of closure because it had the participation and direction of officials of the Hanoi Party Committee.

According to Nghi, the Hanoi Party Committee asked departments to explain and the summary report is up to 39-page long, which specifies the names of individuals and organizations and their shortcomings and weaknesses.

Based on the directing spirit of General Secretary Nguyen Phu Trong at Hanoi's review conference, Nghi said the city would promote the personnel task.

If an official is assessed to be not good, he/she will have to do another job. The tougher measure for unqualified officials is “being disciplined."

Nghi said Hanoi would hold annual vote of confidence to evaluate officials, firstly for the titles elected by the Hanoi People's Committees and the Hanoi Party Committee.

"Previously, officials are only evaluated at the end of the term but they will be assessed annually. If they fail in the vote of confidence, they will be dismissed, without waiting for the end of the term," the Hanoi Party Secretary confirmed.

From now to November 2012, the city will direct and guide the implementation of the vote of confidence from the high level to the grassroots level.

Nghi also stated that the city is not satisfied with its competitiveness index. Therefore, in the self-criticism and criticism review, the agencies related to these indicators, had to solve the shortcomings and weaknesses.

The Hanoi Party Secretary said the city would continue to promote a comprehensive, in-depth self-criticism and criticism campaign in all sectors and at all levels.

The self-criticism and criticism campaign pointed out a series of specific tasks that have not been solved.
