For land managed by organizations - including the Hanoi People's Committee Office, Golden Heart Charity Association, and Hanoi Blind Association - the state will repossess the land without compensation, as it was allocated rent-free.

Some offices, such as the Department of Culture and Sports and the Northern Power Corporation headquarters, will remain for now and be subject to future planning in the next project phase.

The project is divided into two phases.

Phase 1 focuses on site clearance, spatial improvements to the square, and relocation of technical infrastructure.

Phase 2 will develop a separate project to explore a three-level underground space connected to the C9 metro station (part of Hanoi’s Metro Line 2), intended for commercial and cultural use.
