
The plan, signed by Deputy Chairman of the Hanoi People’s Committee Duong Duc Tuan, aims to raise awareness, clarify responsibilities, and enhance coordination among various departments, sectors, and local authorities in combating crime.
The city emphasizes the importance of public education on legal matters, community mediation, prevention of domestic and school violence, drug addiction management, and support for reintegration of former offenders.
Hanoi has directed all agencies to strictly follow directives from the central government, the Prime Minister, and relevant ministries on crime prevention.
Local authorities are urged to improve public awareness, ensure social welfare, resolve employment issues, and address public complaints and denunciations to prevent potential security hotspots.
The plan includes tighter control of household registration, temporary residence, conditional business sectors, weapons, and explosives.
The city also focuses on identifying and intercepting violent individuals and groups, particularly those engaged in online conflicts. Increased patrols will be deployed in complex areas, and authorities are expected to handle crime reports and denunciations with greater urgency and efficiency.
The Hanoi Police Department will act as the standing agency, advising and assisting the city government in implementing grassroots-level prevention measures.
The city also calls for a stronger “all-people” movement against crime and encourages widespread communication on the consequences of murder and violent crimes.
Local police are required to intensify the monitoring and education of individuals with prior convictions or drug addiction. Where necessary, they must initiate compulsory rehabilitation or placement in educational institutions.
Hanoi will launch targeted crackdowns on criminal activities, focusing on dismantling organized gangs, black-market lenders, protection rackets, illegal debt collectors, and disputes over territory.
Authorities will also strictly enforce Decree 49/2020/ND-CP concerning community reintegration and enhance the effectiveness of post-rehabilitation management and support.
