VietNamNet Bridge – Hanoi is keen to learn from the experience of the Japanese prefecture of Fukuoka in environmental protection, urban planning and management.

The Chairman of the municipal People’s Committee, Nguyen The Thao, made this statement at a reception for a delegation of Fukuoka officials led by Deputy Mayor Takenori Yamasaki in Hanoi on March 2.

Chairman Thao said Hanoi needs new technologies and management skills which are the strengths of Japan in general and Fukuoka in particular, and for this reason, Hanoi will create favourable conditions for small- and medium-sized enterprises from Fukuoka to invest in the city.

Takenori Yamasaki said that in the near future, Fukuoka would send experts to Hanoi to help make citizens better aware of environmental protection under the environment cooperation agreement signed in Fukuoka in 2010.

In cultural and educational fields, the two sides agreed that annual youth exchanges between the two localities will be held to promote bilateral friendship and cooperation.

* Hanoi to build PPP-model treatment plant

The Hanoi City People’s Committee and the Japan International Cooperation Agency (JICA) signed a deal on Mar. 2 to make preparations for construction of a wastewater treatment plant in Hanoi.

Under the deal, JICA will send a mission to make a preliminary survey into the project.

The project was designed to be built in Yen Xa, Thanh Tri district following the public-private partnership (PPP) formula, under which the system to collect and treat wastewater would use funding from the State budget, while facilities to treat mud and the control system would use private funding.

The project, the first of its kind in Hanoi, is expected to open up a sustainable pathway for wastewater treatment in the capital city by mobilizing funding from the private sector.
