The 2025–2026 school year marks the first time public school students from preschool to high school in Hanoi will receive full tuition exemption  -  a major financial relief for millions of families, especially those with low or average incomes.

The Hanoi People’s Council has recently approved a resolution on tuition fee levels, tuition exemptions, and tuition support.

For public schools, the monthly tuition fees for nursery and kindergarten children (excluding 5-year-olds) and high school students are 217,000 VND in urban wards and 95,000 VND in rural communes.

Children aged 5 in preschool, as well as primary and lower secondary (middle school) students, will be charged 155,000 VND in wards and 75,000 VND in communes.

For students attending online classes, tuition will be calculated at 75% of in-person rates.

Since these groups are eligible for full tuition exemptions, the resolution serves as a legal basis for the city to allocate funding from the budget.

Private school students and those enrolled in high-quality public institutions will receive 155,000 VND/month in tuition support for 5-year-old preschoolers, primary, and lower secondary students.

For nursery, kindergarten (excluding 5-year-olds), and high school students in private institutions, the support will be 217,000 VND/month.

Online learners will receive support calculated at 75% of the in-person support rate.

The support applies for a maximum of 9 months per academic year, covering both in-person and online learning formats.

According to the Hanoi Department of Education and Training, the 2025–2026 school year will serve over 2.3 million students across 2,954 institutions, including 2,324 public and 630 private schools at all levels from preschool to high school.

Currently, tuition fees at private schools are many times higher than those at public schools. With the new subsidy scheme, the city is expected to allocate approximately 525.8 billion VND (roughly 21.3 million USD) to support private schools in the 2025–2026 school year.
