On the afternoon of October 4, during the 18th session of the Hanoi People’s Council, the proposal to pilot the establishment of the Hanoi Public Administrative Service Center was passed.
The center will operate as a department-level agency, overseeing state management in the areas of administrative procedure control, administrative reform, and the implementation of a one-stop-shop system.
The center will serve as a hub to assist the Hanoi People's Committee in controlling, expediting, and coordinating the resolution of administrative procedures. It will also be responsible for delivering results, applying information technology, and advancing digital transformation in the provision of public services for residents and businesses.
Equipped with legal status, the center will have its own seal and be authorized to open accounts with the State Treasury and banks. It will operate as a first-tier budgetary unit, receiving funding from the state budget and other legitimate sources as prescribed by law.
The center will be directly managed and overseen by the Hanoi People’s Committee and will follow the comprehensive instructions of the city's Chairman. In addition, it will comply with professional guidelines and instructions from the Office of the Government.
Once established, the center will receive administrative procedures without being limited by geographical boundaries, reducing the number of one-stop administrative offices and improving efficiency.
The center is expected to transform the way administrative procedures are processed, ensuring that citizens can access public services within a 5-kilometer radius or within 30 minutes of travel time.
The Hanoi People’s Council has tasked the People’s Committee with detailing the functions, responsibilities, and organizational structure of the center.
In its initial phase, the center will utilize government staff, including civil servants, public employees, and contracted workers, in accordance with the approved pilot plan.
Investments will be made in the center’s infrastructure, modern equipment, and technology to improve service quality for individuals and organizations handling administrative procedures and public services across the city.
Funding for the center will come from the 2024 state budget’s contingency fund to cover the costs of renovating the center's temporary and permanent facilities, purchasing equipment, and ensuring its ongoing operations.
