VietNamNet Bridge – Confirming that the Hanoi Party Committee considers one of its priorities in civil servant recruitment is preventing corruption, but Hanoi Party Secretary Pham Quang Nghi admitted that there are still “gaps,” in an interview with Tien Phong newspaper.

Nghi said that the city authorities always asked relevant bodies to implement this task very seriously.

“When public servant recruitment councils are established, one of the leading tasks that they are assigned to it to prevent corruption at all stages, from receiving records, compiling exam questions to invigilation and marking exam papers. That’s the guidance but if each specific person is not serious, they can still try to get around for it,” Nghi said.

After the Chairman of the Inspection Commission of the Hanoi Party Committee Tran Trong Duc told the Hanoi People’s Council on corruption related to the city’s civil servant recruitment, the city asked related agencies to review all exam papers, he said.

“Hanoi encourages people to detect and denounce corruption in public servant recruitment. I would like to confirm that in these cases, only the corrupt officials will be punished, not the bribers. But as I know, there is no one who admits that so far,” Nghi added.

According to the Hanoi Party Chief, corruption in public servant recruitment comes from two sides, the candidates and the proctors – the exam question compilers. Overall, even though there are strict regulations but nobody can be sure that corruption does not happen.

Nghi said that Hanoi’s viewpoint in handling corruption in public servant recruitment is very strictly. If necessary, Hanoi will recommend to the central bodies to amend the regulations on oral examination process which is unreasonable and has gaps.

“We need to have a transparency mechanism, allowing people to detect and denounce corruption. During the check, if there is sufficient evidence of corruption in public servant recruitment, the city will handle very seriously,” he said.
