This initiative was outlined in Official Notice No. 585, summarizing conclusions made by Vice Chairman of the Hanoi People’s Committee Nguyen Manh Quyen during a meeting focused on tourism development projects - including the proposed Beer Museum.
As part of the plan, the Department of Education and Training has been assigned to work with the Departments of Planning and Architecture, Natural Resources and Environment, the People's Committee of Ngoc Ha Ward, and other relevant agencies to review the available land for a potential high school.
If an alternative location can be identified for the high school, the 183 Hoang Hoa Tham site will be prioritized for the Beer Museum project. If not, the city will consider modifying the southern road boundary to divide the site between the museum and the educational facility.
The Department of Planning and Architecture has been tasked with advising the city on amendments to subdivision planning map H1-2, which includes this site.
The Department of Tourism is working closely with Habeco (Hanoi Beer Alcohol Beverage Joint Stock Corporation) to finalize the museum proposal, gather feedback, and report to city leaders. The goal is to complete this process by Q4 2025.
The Department of Finance will assist Habeco with the investment application procedures.
Background: Relocation and Land Use Planning
In August 2023, the Hanoi government released its first batch of sites required to relocate due to non-compliance with zoning plans. Among the nine sites listed was the Hanoi Beer Factory at 183 Hoang Hoa Tham - a location covering over 52,000 square meters.
Under the H1-2 subdivision plan approved in March 2021, the area is designated as mixed-use: public facilities, a high school, housing, parking, and green space. Priority is given to commercial services, public infrastructure, and social utilities.
