This directive was issued by Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha during the launch of the Program for Public Health Checkup and Management in Quang Minh commune on the morning of October 2.

According to Ha, the city regards the protection, care, and improvement of public health as a top political priority and a core strategic goal. It is both a duty of the entire political system and society, as well as the responsibility of each individual. Therefore, the city’s leadership has tasked the Department of Health with coordinating relevant departments and agencies to implement free annual health checkups or screenings for citizens.

Ha emphasized that implementation must follow a prioritized roadmap based on specific target groups. Agencies and related units are also required to integrate public health targets into Hanoi’s socioeconomic development strategies, plans, and policies.

In addition, Ha called for breakthroughs in the development of science, technology, innovation, and comprehensive digital transformation in healthcare services.

She also highlighted the need for reforms in healthcare governance, including administrative procedure streamlining, decentralization, policy development, and institutional reform. Strengthening the health system's capacity - especially in preventive care and local health services - was deemed essential.

Nguyen Thanh Liem, Party Secretary of Quang Minh commune, shared that since May 2023, the former Me Linh district has taken the lead in organizing public health checkups. Following the administrative reorganization, the launch of today’s program reflects the local government’s determination to turn Party resolutions and municipal directives into real-life actions. Quang Minh has been chosen as the pilot site for Hanoi’s two-tier digital health station model, a key component of the city’s digital health infrastructure.

Nguyen Tien Dung, Chairman of Quang Minh People's Committee, added that through the universal health checkup program, residents will receive consultations, early disease detection, and referrals for appropriate treatment. Medical professionals will also provide personalized health advice and create digital health records for local residents. To date, the commune has created health records for 63,344 individuals, including 8,748 elderly people and 27,645 informal workers, among others.

During this round of checkups, residents are being examined in five medical specialties, with 27 general clinical categories and four paraclinical specialties included.
