The Hanoi People’s Committee has released a report on the implementation of the Hanoi People’s Council’s 2022 Resolution 04 on speeding up investments and handling land-using projects that have proceeded too slowly.

As of June 15, 2024, after inspections and examinations, agencies had released conclusions about 705 out of 712 projects (99 percent), covering a total area of 11,300 hectares of land. 

Seven out of 712 projects (1 percent), covering an area of 88.5 hectares of land had approval for investment, but still had no land allocated. The Hanoi Department of Planning and Investment is still checking the projects to find solutions to the problem. 

The figure represented a decrease of 25 projects of this type compared with the end of 2023 (32 projects).

As many as 410 out of 712 projects have been removed from the list of projects that have been going slowly, an increase of 80 projects compared to the end of 2023 (330 projects).

Of these 410 projects, 12 were proposed for removal because of overlapping uses and investors' proposing the study of projects without the opinion of the People’s Committee.

The investors of 155 projects who took the initiative in fixing problems after inspections

have asked authorities to be excluded from the list of projects that have been slow in implementation.

After the National Assembly released a resolution on settling the problems of commercial housing projects (the problems arose when implementing the government’s Decree 30/2021 dated March 26, 2021), the Hanoi People’s Committee submitted to the Ministry of Natural Resources and the Environment (MONRE) a report on the real situation and solutions to implement the commercial housing projects.

Meanwhile, 153 projects were stopped.

Another 295 projects, covering a total area of 2,200 hectares, have been extended for 24 months because their slow implementation was attributed to the Covid-19 pandemic. 

Of these, 110 projects, covering a total area of 330 hectares, will have to additionally pay the state an amount of money equal to land rent for 24 months.

Nam Dan Plaza developed by Petroleum Telecom Land JSC, located in Nam Tu Liem district, is one of the projects receiving an extension rather than cancellation. 

As for Vietcombank’s project on developing a trade service and office building in Cau Giay district, the Hanoi People’s Committee in October 2023 released a decision on extending the land use time by 11 months.

The other projects receiving an extension include VietinBank’s head office building in Bac Thang Long Indistrial Zone in Dong Anh district, Long Giang Investment Group’s high-end trade, service and office center in Long Bien, Booyoung Vietnam international residential quarter in Ha Dong, Nam Cuong Hospital in Ha Dong and a project in B-block of Duong Noi new urban area in Ha Dong, both registered by Nam Cuong Group, and a new urban area at the N1+N3 land plots in Quoc Oai urban area in Quoc Oai district, developed by the C.E.O. Group.

Regarding 185 projects, which have had inspection conclusions, the municipal authorities have assigned departments and district authorities to supervise the projects.

Besides the inspection of the 712 projects, district authorities are continuing to check other land-use projects slow in implementation and suggest solutions to deal with 117 projects not listed in the Hanoi People’s Committee’s Report No 451. Of these, 60 projects have not received land allocation or leasing decisions.

Twenty districts have been reported as having slowly-implemented projects, including Hoai Duc (3 projects) and Nam Tu Liem (12), Bac Tu Liem (6), Soc Son (9), Dong Da (1), Thanh Xuan (2), Ha Dong (12), Hoang Mai (6), Thach That (19), Phuc Tho (1), Dan Phuong (1), Cau Giay (1), Thanh Oai (2), Quoc Oai (1), Ba Vi (6), Thanh Tri (6), Gia Lam (1), My Duc (1), Tay Ho (3) and Long Bien (24). 

Ten districts and towns that have projects that are not being implemented slowly are Dong Anh, Me Linh, Thuong Tin, Ba Dinh, Chuong My, Ung Hoa, Hai Ba Trung, Phu Xuyen, Hoan Kiem and Son Tay.

On June 24, the People’s Committee released a document to assign tasks to relevant departments to supervise the implementation of these projects.
