On July 6, the Hanoi People's Council passed a resolution on the financial mechanism for high-quality public education (kindergartens, primary and secondary schools). According, the ceiling school fees for kindergartens in the 2013-2014 school year, preschools and elementary schools is VND2.9 million ($130) a month and VND3 million ($140) for high schools. They will be VND3.2 and VND3.4 million, respectively, in the 2014-2015 school year.

The city plans to have 30-35 high quality schools by 2015. These schools will be verified by independent agencies to be recognized as high-quality schools.

Studying at these schools is on voluntary principles. Students will pay high fees to enjoy many services on demand. They are public schools so the state will invest in infrastructure. The school fees will be controlled to facilitate many kids to study at these schools.
