
The Hanoi People’s Committee has directed the city’s Traffic Infrastructure Investment Project Management Board to urgently complete necessary procedures to ensure the groundbreaking ceremony for Ring Road 4 takes place on May 19.
The directive follows instructions from the Prime Minister at the 16th meeting of the State Steering Committee on National Key Projects and Major Transportation Projects.
Urgent preparations for groundbreaking
As part of the Ring Road 4 - Capital Region construction project, the Hanoi People’s Committee has instructed districts, including Ha Dong, Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, and Thuong Tin, to strictly follow the Prime Minister’s directive to complete land clearance on schedule.
The city’s Department of Finance has been tasked with quickly proposing and reporting to the city on reallocating funds from the 2024 plan to ensure sufficient budget for the project.
The Traffic Infrastructure Investment Project Management Board has been urged to promptly prepare relevant documents so that once investors are selected, all necessary procedures can be resolved immediately, ensuring that the project’s groundbreaking remains on track for May 19, 2025.
For other major projects, such as the high-speed railway (North-South axis) and the Lao Cai - Hanoi - Hai Phong railway, the Hanoi People’s Committee has directed the Departments of Finance, Agriculture and Environment, Construction, and relevant districts (Me Linh, Dong Anh, Gia Lam, Thanh Tri, Thuong Tin, Phu Xuyen) to coordinate with the Railway Management Board under the Ministry of Construction to promptly carry out land clearance, identify resettlement needs and locations, and approve resettlement projects to ensure progress.
Regarding the urban railway project (Line 2.1 Nam Thang Long - Tran Hung Dao), the city has assigned the Department of Finance to lead and coordinate with the Urban Railway Management Board to make recommendations and reports on advancing city budget funds while completing negotiations and signing the ODA loan agreement.
The Department of Agriculture and Environment has been tasked with coordinating with the Urban Railway Management Board and Bac Tu Liem District People’s Committee to work with the Ministry of National Defense on relocating Battalion 10 - Artillery Command to facilitate the project.
Key project details
Ring Road 4 - Capital Region has a total length of 112.8 kilometers, of which the section passing through Hanoi is 56.5 kilometers, Hung Yen Province 20.3 kilometers, and Bac Ninh Province 21.2 kilometers.
The project comprises 103.1 kilometers of Ring Road 4 and a 9.7-kilometer connection along the Noi Bai - Ha Long expressway. The total investment is approximately 85.813 trillion VND (around $3.6 billion), divided into three groups with seven component projects.
The starting point is at km3+695 on the Noi Bai - Lao Cai Expressway (Thanh Xuan Commune, Soc Son District, Hanoi), and the endpoint is on the Noi Bai - Ha Long Expressway (Que Vo District, Bac Ninh Province).
