Authorities in Hanoi have begun installing surveillance cameras to monitor and penalize illegal waste disposal in four central districts: Ba Dinh, Hoan Kiem, Dong Da, and Hai Ba Trung.

This initiative aims to enhance urban cleanliness and hold violators accountable for improper waste disposal and delayed garbage collection.

Deputy Chairman of the Hanoi People’s Committee Nguyen Trong Dong has directed local authorities to strictly enforce waste management regulations by using camera footage to identify and fine offenders.

This policy aligns with the city’s broader efforts to improve sanitation and urban order.

Enhancing waste management with technology

Hanoi’s Department of Natural Resources and Environment (DoNRE) has been tasked with developing standardized guidelines, cost structures, and bidding procedures for citywide environmental sanitation projects, set to take effect from 2026.

To ensure effective implementation, the city’s four central districts must also maintain clear sidewalks and streets, allowing modern sanitation vehicles to operate efficiently.

The surveillance system will help detect and address:

Illegal dumping of waste

Failure to dispose of trash at designated times and locations

Delays in garbage collection and transport

Violators caught on camera will face strict penalties, as outlined in Decree 45 of the Vietnamese government. According to Article 25, individuals who dump waste on sidewalks or roads can be fined between 1 million and 2 million VND ($40–$80).

In addition to the new camera enforcement, authorities have mandated regular inspections of sanitation contractors responsible for cleaning highways and elevated roads.

The goal is to prevent the accumulation of waste, dust, and stagnant water, ensuring a cleaner and healthier urban environment.

Hanoi’s initiative reflects a growing commitment to smart urban management, using technology to enhance environmental responsibility and improve quality of life for residents.
