The document states that based on the results of the pilot implementation using dynamic QR codes at the one-stop-shop departments in Hoàn Kiếm District, the working group and specialised agencies have concluded that this pilot programme helps reduce the workload for officials and civil servants and is convenient for citizens.
Additionally, it facilitates the automatic submission of fees to the treasury, minimising the risks associated with holding cash and increase transparency in transactions between citizens and state agencies.
To expand this effective innovative model, the Hà Nội People's Committee has directed directors and heads of city departments, agencies and sectors, as well as chairpersons of People's Committees at all levels, to immediately implement cashless payment solutions for administrative procedure applications at the one-stop-shop departments starting from June 1.
The goal is to ensure that 100 per cent of transactions are cashless, and units are encouraged to apply software solutions that generate dynamic QR codes.
Hà Nội requires agencies to allocate support staff at the one-stop-shop departments to assist citizens without bank accounts or devices for cashless payments.
Relevant agencies are responsible for informing and guiding citizens and businesses on the methods of cashless payment for fees and charges when conducting administrative procedures at the one-stop-shop departments at all levels across Hà Nội.
