He issued an official directive to implement Directive No. 112 from the Prime Minister, which focuses on resolving long-delayed projects, expediting their completion, and putting them into use to combat waste and losses.
The directive calls for a comprehensive review of all stalled and uncompleted projects across various sectors under the jurisdiction of Hanoi’s management.
The review will cover a wide range of projects, including:
- Public investment projects
- Privately funded projects in sectors such as transportation, agriculture, irrigation, environment, wastewater treatment, healthcare, education, science and technology, and culture.
Other targets include urban development projects, including:
- Residential areas (commercial, social, resettlement, and student housing).
- Parking lots and marketplaces that have experienced delays in investment or construction or are incomplete as per approved plans.
Additionally, parks that have been built but remain unused, as well as land allocated for park development but not yet utilized, will also be assessed.
Authorities are required to report the causes of delays and develop detailed plans and measures to address the issues immediately. The plans must:
- Clearly define responsibilities.
- Detail specific tasks, timelines, and completion schedules.
- Assign responsibilities to the relevant agencies for monitoring, supervision, and evaluation.
The directive also calls for a review of all state-owned office buildings and properties that are underutilized or inefficiently used. Relevant agencies are tasked with proposing solutions and corrective measures based on the findings.
