To ensure traffic order and safety during the 14th National Congress of the Communist Party of Vietnam, the Traffic Police Department under the Ministry of Public Security has issued an announcement detailing temporary traffic rerouting and road closures.

On January 12, a representative of the Traffic Police Department stated that the unit had developed a temporary traffic control plan to facilitate the safe and smooth organization of the Congress.
Accordingly, in the inner-city area of Hanoi, all vehicles are required to follow the temporary traffic rerouting instructions issued by the Hanoi City Police.
In suburban areas and on interprovincial routes leading into Hanoi, certain vehicles will face bans or restrictions during specific time frames. These include: 6:00–8:00 AM, 10:30–11:30 AM, 1:00–2:00 PM, and 4:00–6:00 PM, effective from January 19 to January 25.
The temporary bans apply to vehicles with a total authorized weight of 10 tons or more, and passenger vehicles with 45 seats or more. Exemptions include vehicles serving the Congress, security escort vehicles, vehicles on official duty, fixed-route passenger transport vehicles, sanitation trucks, and those handling emergencies or technical issues.
The restricted routes include the following inbound highway segments:
From Thuong Tin interchange (Hanoi – Ninh Binh Expressway)
From Yen My interchange (Hanoi – Hai Phong Expressway)
From the junction with National Highway 18 (Hanoi – Thai Nguyen Expressway)
From Binh Xuyen – IC3 interchange (Hanoi – Lao Cai Expressway)

From Ngoc Hoi – Giai Phong intersection and Ninh Hiep – Ring Road 3 on National Highway 1A
From Vo Van Kiet interchange on National Highway 2
From Phu Lo overpass on National Highway 3
From Nguyen Van Linh underpass – Nguyen Van Cu intersection on National Highway 5
From Xuan Mai intersection on National Highway 6
From Son Tay junction on National Highway 32
From Hoa Lac interchange (Hoa Lac Bridge) on Thang Long Boulevard
Particularly, for the elevated Ring Road 3 section (from Thang Long Bridge to the junction with National Highway 5A), trucks with a total authorized weight of 10 tons or more will be banned from 6:00 AM to 9:00 PM.
The Traffic Police Department has called on transport businesses, drivers, vehicle owners, and the general public to limit travel on the specified roads and within the designated time frames.
Based on the Congress schedule and the itinerary of delegate convoys, authorities may adjust the timing and scope of traffic restrictions as needed. Updated information will be disseminated via mass media to help residents plan their travel accordingly.
