However, on July 26, VietNamNet observed that in the central streets of Hanoi, people still did morning exercise and cycled around parks and flower gardens in the central districts of Hoan Kiem and Dong Da.
To avoid inspectors, they ran, cycled and did exercise at midnight or 3-4am.
On July 24, the Hanoi Department of Justice announced the sanction for 16 violations of regulations on prevention and control of the Covid-19 epidemic, with the highest fine up to VND200 million and criminal prosecution with a maximum prison term of 20 years.
For those who go outside not for necessary purposes, the fine is up to VND3 million.
To not be fined, some people went to the street to do exercise at 3-4am, when the inspection forces were not working.
