 youngsters at night. Despite the bad smell from To Lich River, food is sold along the riverbanks.





People have to pay to hire a seat on grassplots in front of My Dinh
stadium or onTran Thai Tong road, etc.






The highest fine on occupying roads and pavement is VND25 million ($1,200) and relevant
agencies have sometimes made raids but this situation is not improved.






Whenever police and militia come, traders quickly pack up their things and run away.
When police and militia leave, they continue their business.
