The Long An Provincial People's Procuracy has just transmitted the indictment and the file of a drug production, trading and illegal possession of drugs and crime concealment to the provincial People's Court recommending prosecution of 17 defendants.
In 2011, a villa was built amid the fields in the village of Binh Loi, Hoa Khanh Dong commune, Duc Hoa district, Long An province but it was often unoccupied. The owner of that villa is a man named Luc Kien, from District 11, HCM City.
This villa was completely isolated from the outside. Occasionally, someone came to stay overnight. However, the acts of people inside the house were not out of sight of the anti-drug reconnaissance of Long An province.
At 3pm on May 6, 2012, a young man who just left the villa on a motorbike was caught by the scouts for transporting a drug package weighing 113 g.
The man declared himself as Dao Cam Hung, born in 1987, District 10, HCM City. At the same time, many other scouts suddenly surrounded the villa and caught in the act two brothers Luc Gia Khanh and Luc Gia Quy and Sam Anh Thu (Khanh’s wife) were producing nearly 4 kg of drug.
After the scouts surrounded the villa, Khanh promptly called his father Luc Kien. Luc Kien and his wife – Vay A Thi immediately guided their juniors to destruct of many barrels of materials that were used to produce narcotics at another place in HCM City.
The police arrested Luc Kien, Vay A Thi and their daughter Luc Bich Yen. Examining the houses of members in this family, police seized a lot of tools for the production of drugs, cash and savings books worth a million of USD.
Khanh declared that in 2011, after finding a drug manufacturing formula, he contacted Nguyen Phu Han, a medical representative in Ho Chi Minh City to buy pharmaceuticals. From July 2011 to April 2012, Khanh bought 400 barrels of pharmaceuticals from Han and used other chemicals to produce drugs.
The first place where Khanh began producing drugs is a house in Binh Tri Dong Ward, Binh Tan District, Ho Chi Minh City. In February 2012, the "workshop" was moved to the villa in Long An.
According to Khanh, with a pharmacy barrel plus chemicals, Khanh produced about 350g of drugs, production time of 3-4 days. With more than 400 barrels of pharmaceuticals, Khanh’s family produced about 100 kg of drugs.
Khanh also had some people to produce and sell drugs, such as Nguyen Minh Tam, Le Thi Yen Trinh, Luu Anh Vien, Vay Nhut Hoa, etc.
Khanh and his accomplices declared to earn tens of billion dong from selling drugs to Vietnamese and Cambodian clients.
