VietNamNet Bridge – HCM City is one of several localities in the country that have successfully worked with central and municipal judicial agencies in the fight against corruption, a senior official has said.

Speaking at an anti-corruption and anti-waste conference on Tuesday in HCM City, Phan Dinh Trac, head of the Central Commission for Internal Affairs, said: “The City is also one of several localities that have uncovered, investigated, prosecuted and judged corruption cases by themselves.”
Though the city and other localities have experience in fighting corruption, some localities have "limited power because central agencies have all the responsibilities. They are worried about negative action and won’t allow some localities to join in anti-corruption activities,” he said.
Trac cited the serious corruption case of Pham Cong Danh as an example of successful work in HCM City. The file for the case included thousands of pages, but HCM City judicial agencies, including police, procuracy and court, were able to perform well as all ideas were listened to carefully and debated in a frank manner.
He also praised HCM City’s judicial agencies for other serious corruption cases under management of the Central Steering Committee on Anti-Corruption.
“In many cases, the Central Commission for Internal Affairs has asked the Ministry of Public Security to handle special corruption cases for HCM City, and the city has done everything well,” he said.
Trac asked city agencies and authorities to identify five hot fields in corruption, including real estate; master planning and construction projects; customs and State-owned enterprise equitisation; ODA usage and management; and public service and social welfare.
At the meeting, City Party Secretary Dinh La Thang said that in recent years, anti-corruption and anti-waste activities in HCM City had gained significant achievements, especially with the active participation of leaders of Party organisations and units.
“However, anti-corruption achievements are still small in comparison with goals and expectations from local residents, especially the low rate of taking back assets,” Thang said.
He asked that organisations and offices move leaders and managers to other positions if they have show corruption or waste and do not meet working requirements.
“Creating the best conditions for people to denounce corruption is very important work. Organisations and offices should open their hotlines and emails and have frequent open meetings,” he added.
“A limited legal framework is one of the most important reasons why leaders take advantage of corruption,” Tran The Luu, head of the city Party Committee’s Internal Affairs Commission, said.
In the time ahead, the commission along with relevant authorities will review and amend all policies and regulations related to corruption.
