One of the important statements discussed for approval at the 18th session of the HCM City People’s Council opened September 27 was the project on the HCM City Public Administrative Service Center on a trial basis.

The project is part of the administrative reform acceleration program. The satisfaction level of people and businesses about administrative services was used as a rule measuring the effectiveness of the administrative reform. 

Under the project, administrative agencies will promote the application of information technology, build digital government; carry out comprehensive digital transformation, develop digital economy and build digital society.

The HCM City Public Administrative Service Center is the agency in charge of receiving applications and dossiers from citizens and giving results according to international, regional and domestic practice, which strives for a comprehensive improvement model on overcoming shortcomings and limitations of the current models in cities and provinces.

The number of one-stop-shop units will be cut, which aims at optimizing resources, improving the quality of public services and streamlining the state’s apparatus.

The HCM City People’s Committee believes the center will bring positive effects.

The center will be the coordinator to serve the management and direction of the city’s leaders, contributing to fix the limitations of the one-stop-shop model; removing bottlenecks and resolving congestion in a number of fields such as land, investment, planning, and construction.

The center will maximize the sphere of services provided, which means that people can follow administrative procedures by submitting dossiers to the center, with no limitations on geographical boundaries. The units of the centers will share the same platforms, apps and databases.

This will effectively implement digitization, exploitation and reuse of digitized data. The dossiers for administrative procedures, once solved, will be stored and reused. People won’t be asked to make declarations and submit information and documents that state agencies already have.

The center has three major functions. First, it will give advice and help the People’s Committee in administrative procedure control; and organize the implementation of the one-stop-shop mechanism.

Second, it will give guidance and support the implementation of administrative procedures, and digitize dossiers and give results to citizens.

Third, it supervises, controls and assesses the quality of services. 

Chair of the HCM City People’s Council Nguyen Thi Le said the session discussed 28 items of content related to three major fields, including the legal foundation for the establishment of the center; the zoning for salangane raising; and the city’s budget.
