This move is considered to be a preferential policy for tourism investment, especially in terms of international and regional entertainment areas.

The proposal was first made by the Ho Chi Minh People’s Committee to the city’s National Assembly delegation at a recent meeting to report to the Party Central Committee at its forthcoming session.

Previously, only foreigners were permitted to gamble in casinos across the country.

However, back in early 2017 the Government issued Decree No.03 providing a legal framework for casino businesses, under which local Vietnamese citizens aged 21 or older whose regular income of at least VND10 million, equal to US$432, per month are able to access and play at local casinos. 

Moreover, in order to developing the night-time economy, HCM City also proposed opening discos, dance clubs, bars, and karaoke parlors with no time limit at tourist accommodation establishments rated four stars and above.
