The department has released a legal document guiding online teaching and learning for the new academic year.

HCM City students will begin the 2021-2022 academic year from September 1 and they may be required to have online learning until the end of the first semester because of the complicated developments of the pandemic.

Schools have been told to build two scenarios for online and in-person learning.

The online teaching must meet the requirements of the general education program. The teaching is implemented on the basis of the general education program.

The accounts of students and teachers used in online teaching and learning are defined by their personal identification numbers granted from the city’s education database.

Schools are required to build reasonable online teaching timetables, inform parents and students; and build plans for teaching and learning activities suitable to students.

The education department asks teachers who online teach to design topics or lessons and organize study hours to guide students, assign learning tasks, and test and evaluate student learning outcomes.

When organizing online teaching, schools need to creatively implement the curricula and education plans as per the guidance from the Ministry of Education and Training (MOET). They need to build education plans for every subjects in a flexible and streamlined way.

Schools also need to design a plan to combine both online and in-person teaching, depending on the real conditions.

Schools have also been asked to have regulations on testing and assessing students in line with the online and in-person teaching modes.

The department has asked students’ parents to create favorable conditions for students to study online, and cooperate with schools and teachers to help students fulfill their tasks and submit works for assessment.

MOET’s legal document says that while students can study online, they have to take periodic tests in class.

If students cannot go to educational facilities to take tests and exams because of force majeure reasons, the periodic examination can be organized online.

The heads of general education establishments have the right to choose the mode of examination and ensure fair assessments of students’ abilities. The online testing needs to be built into a formal procedure.
