The HCM City People’s Committee on August 6 held a conference reviewing the pilot implementation of the plan on electing leaders of units in 2022, and discussing the plan on electing leaders of units in 2024 through examinations.

Mai praised the results of the examination in 2022 which chose 13 positions at sub-department level. The initial encouraging results encouraged HCM City to expand the examination plan in the time to come.

According to Mai, the selection of leaders through examinations ensures openness and transparency, which allows choosing persons most suitable to the positions and capable of satisfying the requirements of the jobs.

The new leadership scheme has also changed the awareness of planning and selecting cadres for the city.

However, Mai pointed out that as the selection was implemented amid a lack of official regulations, many problems arose during the process.

“There are two problems – hesitancy from candidates and confusion from the leadership,” Mai said.

Candidates were hesitant to attend the competitions as they feared if they failed their reputation would be affected and they were not sure if their employers would welcome them back.

Mai requested local authorities and the HCM City Department of Home Affairs to clarify the issue to help avoid the hesitancy among applicants.

Mai said that municipal authorities will continue to implement the new selection scheme and expand the competitions to choose cadres not only for sub-department levels but also for departments and equivalent agencies in 2024 and upcoming years.

He requested the Department of Home Affairs to coordinate with agencies to complete legal documents and report to the city’s People’s Committee before August 15.

The heads of the localities, departments and agencies which have yet to organize competitions to select cadres need to create competition plans soon and deploy the plans in 2024.

Meanwhile, the seven units which have organized competitions to elect leaders can expand the sphere of competitions to find cadres for more positions as authorities now have more experience in doing this.

Mai said the city plans to select deputy directors at department level at 4 units (Department of Labor, War Invalids and Social Affairs; Department of Culture and Sports; Department of Science and Technology and Department of Planning and Investment). However, he asked to organize exams to select cadres for additional titles.
