The city’s People’s Committee recently issued a directive to implement Prime Ministerial Order No. 144, dated August 23, focused on streamlining and simplifying administrative procedures, business conditions, and ensuring smooth operations under the two-tier local government model.
Chairman of the Ho Chi Minh City People’s Committee has instructed leaders of all departments, agencies, and local administrations to urgently review and advise on improving policies and procedures within their jurisdictions. They must meet their assigned deadlines and achieve the national target of reducing at least 30% of business conditions, time, and costs associated with administrative compliance this year, as outlined in Government Resolution 66.
Departments of Agriculture and Environment, Finance, Construction, and Education and Training are required to complete their first round of proposed administrative simplifications related to business activities by September 10. These plans are to be submitted to the People’s Committee for approval. Simultaneously, all departments and sectors must continue submitting their second round of proposals by the same deadline to the Office of the People’s Committee.
The most notable aspect of the directive is the target: by October 1, all administrative procedures must be accepted via digital platforms, with the ultimate goal of operating exclusively online. Paper-based submissions will be entirely phased out. Furthermore, procedures will be implemented without limitations based on geographical boundaries, creating greater convenience for residents and businesses.
The Office of the People’s Committee has been tasked with coordinating relevant units to finalize and publish the list of available online public services on the National Public Service Portal. It will also identify procedures that can be implemented independently of local administrative boundaries. This task must be completed by September 12.
The city’s Chairman emphasized that this is an urgent and critical mission to improve service quality for citizens and businesses, support administrative reform, reduce societal costs, and foster economic and social development. Department and district-level leaders are fully accountable to the People’s Committee for the success of this initiative.
