The initiative aims to enhance communications and public awareness of the city’s economic and social development results throughout the year.

The voting campaign is expected to affirm the sound, creative, and decisive leadership of the city’s Party Committee, People’s Council, and People’s Committee, along with the proactive contributions of the entire political system and broad support from citizens and the business community.

By evaluating and recognizing the city’s achievements, the campaign also seeks to foster civic pride and national unity, while inspiring a strong sense of contribution across all segments of society.

Selected milestones will serve as symbols of collective aspiration, encouraging citizens to engage in building and developing the city and motivating public officials to fulfill their responsibilities with excellence.

To ensure fairness and authenticity, proposed milestones will be gathered from departments, agencies, media outlets, and, crucially, the public.

Each proposed milestone must be meaningful, inspirational, and aligned with the spirit of Resolution No. 31-NQ/TW of the Politburo: “Ho Chi Minh City for the whole country, and the whole country for Ho Chi Minh City.”

The scope of the “Top 10 milestones of Ho Chi Minh City in 2025” campaign is broad, covering all areas of development.

The plan outlines five primary categories for milestone proposals:

Political activity and governance, including the implementation of Resolution 98/2023/QH15 and reforms in public administration.
Economy, culture, and society.
Achievements by local governments in urban development and environmental protection.
Community service and civic engagement from grassroots organizations and citizens.
National defense, security, foreign affairs, and engagement with overseas Vietnamese.

The selection criteria emphasize clarity, representativeness, and high impact. Milestones must demonstrate strong influence across the city or regionally and nationally, with significance in historical, political, economic, or social terms. They should also meaningfully improve the lives of local residents.

Particular attention will be given to pioneering or first-time initiatives that showcase creativity, create replicable models, and set positive trends that strengthen civic pride.

Additionally, selected milestones must reflect tangible achievements as of the time of voting. These may include breakthroughs or foundational developments that propel the city toward future progress.

All departments, agencies, and media organizations are required to submit up to two milestone proposals by October 25.

From November 11 to 21, the city will conduct public voting via media platforms to gather widespread feedback from residents.

A selection council will then convene to shortlist 10 to 12 standout milestones, with final results expected by December 5.

The official list of Ho Chi Minh City’s Top 10 milestones of 2025 will be publicly announced at the end of the year and during the New Year 2026 celebrations, creating an uplifting and festive atmosphere.

This initiative is not only a summary of accomplishments but a source of inspiration to further develop Ho Chi Minh City as a symbol of dynamism, creativity, leadership, compassion, and national solidarity.
