The proposal follows the continued difficulty faced by the Department of Labour, Invalids and Social Affairs in finding qualified personnel.

Last year the department planned to hire 166 officials and notified this in the media several times, but has only got applications from 37 candidates with permanent or temporary residential status in the city.

In its proposal, the Department of Home Affairs said the Department of Labour, Invalids and Social Affairs, the Youth Vanguard Force, and 115 Emergency Aid Centre should be allowed to recruit people who are not from HCM City.
