The HCM City Department of Education and Training encourages units to use available systems and software or build their own systems to serve information lookup for personal data that needs to be published (survey results, exams, enrollment...) on the cyberspace.

On July 12, the Department of Education and Training of Ho Chi Minh City sent an urgent document to related agencies, Divisions of Education and Training of districts/cities; high schools; continuing education centers; its subsidiaries on the implementation of personal data protection regulations.

According to the document, recently, the HCM City Department of Education and Training recorded many cases of publishing information about learners and workers in the education and training sector on information channels and media in many different forms.

Pursuant to the provisions of Decree 13/2023/ND-CP (effective from July 1, 2023), the HCM City Department of Education and Training requests heads of units to review and strictly implement the following requirements:

Ho Chi Minh City students.

Firstly, absolutely do not publish personal data of learners and workers in the form of a list or files (word, excel, photos, PDF...) with detailed information without the consent of the individual on electronic environments (social networks, websites, etc.). At the same time, to review and remove previously published personal data files.

Secondly, issue regulations on personal data management and security according to the provisions of Decree 13 and assign unit leaders to be in charge of monitoring and responsible for personal data protection.

Thirdly, the Department encourages related units to use available systems and software or build their own systems to serve information lookup for the personal data that needs to be announced (survey, exam, recruitment...) in the online environment.

The document clearly states that the head of the unit is responsible before the Director of the HCM City Department of Education and Training and before the law for cases of violation of regulations on personal data protection at the unit.

At the discussion session of the 10th Session of the Ho Chi Minh City People's Council, Director of the Ho Chi Minh City Department of Education and Training Nguyen Van Hieu said that when the high-school exam results were publicly, many parents received a series of notices of admission to public schools, private schools, and continuing education centers. Hieu said that this situation is very dangerous and makes parents and students very upset.

“When questioning these schools, they said they got the information and data through the contact and admission consultation process. We need to act decisively and strictly handle violations related to the illegal use and exploitation of personal data," said Director of the Ho Chi Minh City Department of Education and Training.
