During his concluding remarks at the 31st conference of the HCMC Party Committee on Friday, Party Secretary Nguyen Van Nen highlighted the plight of several households living in deprived conditions in the city center. He emphasized that the current situation negatively impacts residents' health and quality of life, both materially and spiritually.
"Yesterday, during the discussion session, I heard several opinions about the poor living conditions in some residential areas and clusters in the city center. These conditions are unsafe and detrimental to health and well-being. There must be a special, decisive solution to this issue. People should not have to endure this any longer," he directed.
Mr. Nen acknowledged that many researchers and investors have been deterred by the lack of solutions to these complex problems. He stressed that difficult problems require special solutions, urging local authorities to seek approval from higher authorities if necessary to implement breakthrough measures.
In a group discussion on June 13, District 1 Party Secretary Duong Anh Duc described the severe overcrowding in central Ho Chi Minh City. Some families, with many members, have only one place to sleep, forcing them to sleep in shifts. In some cases, plots of land as small as 15m² house 4-5 households.
Mr. Duc proposed that the City Party Committee implement special mechanisms to address these difficulties, including allowing constructions to exceed height limits and increasing the land use coefficient.
