Authorities confirmed they have prosecuted the case and charged 84 individuals with “organizing gambling” and “gambling” under Articles 321 and 322 of the Penal Code. Fifteen others were fined administratively. Seized evidence included 175 mobile phones, numerous computers, nearly 6.8 billion VND (approximately USD 284,000), USD 56,000 in cash, and hundreds of documents and related materials.

Investigators revealed that Nguyen Tan Nguyen and Nguyen Thanh Nha, both 44 years old, were the ringleaders of this large-scale illegal betting operation. They allegedly partnered with foreign parties to purchase accounts on betting websites, which they then subdivided into multiple tiers and distributed to hundreds of agents and gamblers.

Deeming the operation a highly organized and sophisticated criminal ring, the leadership of the Ho Chi Minh City Police Department directed the Criminal Police Division to coordinate with relevant units to launch a full-scale investigation. After months of collecting evidence and tracking financial flows, investigators gained a comprehensive understanding of the ring’s structure and operations.

In a coordinated crackdown on the morning of July 23, more than 300 officers launched simultaneous raids across multiple provinces and cities. A total of 139 individuals involved in the gambling network were arrested.

The investigation found that from December 21, 2024, to July 23, 2025, the ring operated with a total betting volume equivalent to over 20.27 trillion VND (approximately USD 850 million).

Police are expanding the investigation and pursuing additional suspects, including numerous sub-agents within the network.

In recognition of the police force’s efforts, the Ho Chi Minh City Party Committee and People’s Committee held a commendation ceremony on August 16 at the municipal police headquarters, awarding collectives and individuals involved in the case.
