The city has outlined specific milestones. Between 2026 and 2027, at least 1% of the population will be trained in AI each year, reaching a cumulative 2% by the end of 2027.
In the acceleration phase from 2028 to 2030, Ho Chi Minh City plans to train at least 5% of the population annually, or more than 600,000 people per year.
Another major goal is that 80% of learners who complete the course will be able to apply at least one AI tool to their work or daily life.
To achieve these targets, the city government will implement several key actions.
In terms of curriculum, the program emphasizes practical knowledge without requiring programming or advanced mathematics. The content will be simple, easy to understand, and illustrated with real-life examples of AI applications already in use within the city.
The curriculum will also incorporate important topics related to ethics and AI safety.
Regarding delivery, in addition to short-term courses (2 to 4 sessions) held in-person at public offices, cultural centers, and local authorities, the city’s strategic focus is to develop a Massive Open Online Course (MOOC) platform dedicated to AI learning.
This MOOC platform will adhere to Web Content Accessibility Guidelines (WCAG) to ensure ease of access for older adults and those with limited tech skills.
It will also integrate with VNeID (Vietnam’s national digital ID) using single sign-on (SSO) functionality for convenience.
A strong communication campaign is also planned, aiming for at least 50% of citizens to have a correct understanding of AI and engage with the program.
The city hopes to reach 1 million total interactions with AI learning content through television and digital platforms.
