The Covid-19 fighting strategy in the new period has been defined by the Government and PM with three ‘directions of attack’: active testing, mandatory technology use, and vaccinations.

Closing the meeting on May 26, PM Pham Minh Chinh asked MIC to immediately implement the regulation on mandatory technology application in Bac Ninh and Bac Giang provinces before implementing it nationwide.

According to MIC Deputy Minister Nguyen Huy Dung, technologically, ‘attack’ means compulsorily using some key technologies and processing data in a concentrated way.

MIC has said that workers in IZs and factories must use Bluezone to make health declarations.

Meanwhile, people using smartphones have to install Bluezone and run the app that detects close contacts when they are in public crowded places. At public places, office buildings and agencies, entries and exits are supervised with QR Code scanning.

The use of Bluezone with Bluetooth on smartphones allows authorities to quickly zone created areas, trace F0 cases and stamp out epidemic outbreaks.

When new infection cases are found, only people at high risk would be put under quarantine, instead of high numbers of people. If the prevention is effective, agencies and businesses can maintain their production and business activities.

Information sharing

The electronic health declaration is at https://tokhaiyte.vn , the website run by MOH, or through the apps Bluezone, To khai y te (Vietnam Health Declaration) or NCOVI. The apps are also used to scan QR Codes to recognize people checking in and out at public places.

Previously, the users’ data was under the management of different agencies and was not shared. But now it is shared among agencies.

Under the request of the National Committee for Covid-19 Prevention and Control, MIC and MOH have decided that all data needs to be updated and put under 'concentrated' control to better serve research and analysis for pandemic control.

The design of the overall data synchronization among apps, the data packet structure, and the connection standards have been completed.

A representative of the Authority of Information Technology Application (AITA) on May 27 told VietNamNet that all the electronic medical declaration data from the systems have been linked in the system managed by MOH and MIC.

On May 22, AITA said the agency was joining forces with relevant agencies to upgrade the apps for concentrated data exploitation and has provided accounts to medical units to exploit the data.

On May 25, MOH asked provincial and municipal authorities to strictly implement the compulsory health declaration, with expanded subjects required.

Hanoi requires returnees to make health declaration after public holiday

People returning to Hanoi are subject to compulsory medical declaration after the four-day public holidays, according to a document on COVID-19 prevention and control work issued on May 2 by the Chairman of the municipal People’s Committee.  

E-health declaration compulsory for all airline passengers

All airlines must ensure passengers complete electronic health declarations before boarding flights at all airports nationwide as requested by the Civil Aviation Authority of Vietnam (CAAV).
