As of 10 PM, VietNamNet reporters observed deep flooding at multiple locations, including Nguyen Trai, Nguyen Tuan, and Nguyen Xien streets. The streets were submerged in water, causing vehicles, including cars and motorbikes, to stall, creating major obstacles for traffic.
According to the Vrain application (a specialized rain measurement system), the highest recorded rainfall was 86.2 mm in Mai Dinh Commune, Soc Son District; 66.8 mm in Lien Mac Ward, Bac Tu Liem District; and 59.6 mm in Vong Xuyen Commune, Phuc Tho District. Other locations also saw rainfall exceeding 40 mm.
Nguyen Quoc Trung shared a clip on social media showing vehicles struggling to cross Nhat Tan Bridge. Many drivers turned on their hazard lights and slowed down to shield motorbike riders from the strong wind.
Flooded streets and disrupted traffic

- Nguyen Trai Street: In front of the University of Social Sciences and Humanities, the water level reached about 50 cm.
- University of Natural Sciences: The entire campus courtyard was submerged.
- My Dinh Stadium: Roads near the stadium were also flooded, forcing vehicles to reduce speed.
The heavy rainfall and subsequent flooding disrupted traffic and caused significant inconvenience to residents and commuters across the city.
