Over the past years, the fishing activities of fishermen in some provinces, due to lack of understanding of fishing skills at sea and international law, have committed violations to foreign waters, causing many negative consequences, but first of all, the lives and property of the fishermen themselves; causing difficulties in the management of fishing activities and security, order and safety at sea; making a long-term impact on the country's foreign affairs.

The Vietnam Coast Guard's legal handbook also aims to help grassroots officers and soldiers have more knowledge and skills to teach fishermen about misconduct to avoid violations, contributing to stabilizing security at sea, ensuring fishermen's life in economic development, protecting sovereignty over sea and islands.

The handbook consists of two parts as follows:

(1) Some regulations of Vietnamese and international law relating to fishing activities at sea;

(2) Some solutions of the Vietnam Coast Guard to prevent fishermen from violating foreign waters to catch seafood.

The "Vietnam Coast Guard’s Propaganda Handbook for Fishermen" is an important and practical document to help agencies and units of the Coast Guard base on the mission and content of the documents, apply, relate to practical activities to continue promoting propaganda and mobilize fishermen to raise their awareness of protecting the sovereignty of Vietnamese waters and islands and not violating foreign waters in the fishing area.
