The Ho Chi Minh City Department of Education and Training (DOET) has drafted a proposal to waive tuition fees for all students beginning in the 2025-2026 academic year. The initiative is presented as a tribute to the 50th anniversary of the liberation of southern Vietnam and national reunification.

The DOET has finalized a draft resolution seeking tuition fee exemptions for students from preschool to high school, including public, non-public, and continuing education students. This policy aims to alleviate financial burdens on families and promote educational access for all children in Ho Chi Minh City.

The projected budget for implementing this policy in the 2025-2026 academic year is VND 338 billion. Of this, VND 277 billion will cover public school students, while VND 61 billion will support non-public school students.

The tuition fee waivers will align with the current fee structure for public preschools and high schools, as specified under Resolution No. 12/2024/NQ-HĐND, issued by the Ho Chi Minh City People’s Council on July 16, 2024. The resolution establishes tuition rates for public educational institutions that do not yet cover their operational expenses.

The support levels are based on existing fee brackets and will apply to two main groups:

Group 1: Students attending schools in Thu Duc City and urban districts, including Districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, and Binh Tan.

Group 2: Students in rural districts, including Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio.

The policy aims to equalize access to quality education across the city, ensuring students in both urban and rural areas benefit from the initiative.
