The HCMC Department of Construction has submitted a draft master implementation plan to the municipal People’s Committee, marking a key milestone in realizing a strategic transportation axis for the southern key economic region.

The plan was developed in close coordination with local governments, particularly those in Dong Nai and Tay Ninh provinces.

The entire Ring Road 4 spans approximately 207km. Of this, a 47km section running through Binh Duong Province has already started construction earlier this year as a standalone project.

The remaining 159km segment was approved by the National Assembly in June 2025, with a budget of more than VND 120.4 trillion. This critical infrastructure undertaking is expected to serve as a powerful economic lever for the Southeast region.

The project will be divided into 10 sub-projects, implemented in parallel using both public investment and the public-private partnership (PPP) model.

According to the proposed timeline, 2026 will be a pivotal year with multiple key milestones.

For the publicly funded sub-projects, this includes site clearance, compensation, resettlement support, and the construction of feeder roads for local communities. Authorities in HCMC, Dong Nai, and Tay Ninh will issue land acquisition decisions and begin disbursement by February 2026. The goal is to hand over at least 70% of the required land by June, 90% by September, and complete the entire clearance by the end of the year.

Feeder road construction will start in March 2026 in eligible areas. All remaining packages are scheduled to break ground by June 2026 and conclude in the first quarter of 2028.

As for the PPP highway segments, authorities will complete investor interest surveys by March 2026. The selection process and signing of BOT contracts are expected by June 2026.

These PPP sub-projects will prioritize components with favorable conditions and available land, targeting a September 2026 groundbreaking. They are anticipated to be completed and operational by the second quarter of 2028.

Once operational, Ring Road 4 - alongside Ring Roads 2 and 3 - will form a closed-loop traffic network supporting HCMC’s growth. The route will strengthen interregional connectivity among the Southeast, Southwest, and Central Highlands, and serve as a major transport axis linking industrial parks and urban zones to ports and airports.

Notably, the project will introduce an additional connection to Long Thanh International Airport, complementing existing expressways and transport infrastructure. This is expected to significantly improve regional mobility and stimulate economic development.
