Hoa Binh City has set a goal of reducing its poverty rate to 0.96% by 2024 under the poverty standards for the 2021–2025 period. By the end of 2023, the city had only 374 households classified as poor.

Doc Lap Commune, a disadvantaged area in Hoa Binh City, has made significant strides in poverty reduction. In 2021, the commune had 131 poor households, accounting for 20.93% of its population. By the end of 2023, this number had dropped to 39 households (6.25%). Supporting sustainable livelihood models has been key to helping families escape poverty.

One such success story is that of Bui Van Binh from Mui Hamlet, Doc Lap Commune, who celebrated exiting the poverty list for the first time in 2024. His family was among 38 poor households that received reproductive cows through the National Target Program for Sustainable Poverty Reduction. In addition to receiving cattle, beneficiaries like Binh have been regularly trained in livestock management by agricultural and extension officers.

Binh shared how these programs taught households to properly care for their cattle by growing nutrient-rich grasses, providing supplementary feed, and ensuring adequate shelter and vaccination against common diseases.

The reproductive cow farming project, in which Binh and others participate, has been an effective poverty reduction initiative in Hoa Binh City. By expanding this model, the city has inspired residents to develop economically, fostering opportunities for many families to rise out of poverty.

In 2023, Hoa Binh City achieved remarkable results, reducing the number of poor households to 374 (1.06%, down by 0.32% from the beginning of the year). The city also recorded 469 near-poor households, equivalent to 1.34% of the population.

Efforts under the National Target Program for Sustainable Poverty Reduction have been actively implemented, focusing on: Job creation; Access to preferential credit; Housing, healthcare, and education support; Ensuring social welfare.

The city is currently running six livestock farming models under Project 2 and five models under Subproject 1 of Project 3 in the National Target Program. These initiatives involve agricultural and fisheries development aligned with climate change adaptation. To date, nearly 250 households have participated.

Between 2021 and 2023, the city organized nine vocational training classes for workers from poor, near-poor, and newly non-poor households, as well as low-income individuals. Additionally, four job fairs and workshops were held, benefiting nearly 1,000 workers from disadvantaged households.

By September 20, 2023, nearly 5.5 billion VND had been disbursed to fund projects and subprojects supporting community production, vocational training, labor export, policy dialogues, and career counseling.

To further poverty reduction, Hoa Binh City has invested in upgrading infrastructure in communes and wards. Projects include schools, rural roads, clean water systems, and cultural facilities.

To support poor and near-poor households, the city has utilized national funds, community donations, and contributions from social organizations. Key achievements include:

Waiving or reducing tuition fees for 2,668 students from poor and near-poor households.

Under Plan No. 3239/KH-UBND, issued on September 9, 2022, the city set a target of reducing the poverty rate to 1.2% by 2025, with an annual average reduction of 0.2–0.3%. In Doc Lap Commune, the goal is to reduce the poverty rate by 3–5% annually.

Issuing or renewing health insurance cards for 4,659 people from poor households and 3,791 from near-poor households.
In 2024, Hoa Binh City aims to ensure:

100% of poor and near-poor households have access to basic social services such as education, healthcare, and information.
All eligible households receive preferential loans for production and business.

100% of working-age individuals from poor and near-poor households are provided with vocational training and job placement opportunities.

These measures reflect the city’s commitment to fostering sustainable poverty reduction and improving the quality of life for its residents.
