Removing administrative bottlenecks

Slow handling of administrative procedures has been identified as the biggest bottleneck in attracting investment into Hoa Binh in recent years. Dealing with this problem has been the urgent task of the local government in 2021. The Provincial People's Committee issued Decision No. 3338/QD-UBND on the administrative reform plan of Hoa Binh province in 2021.

The key objectives of administrative reform in 2021 are to consolidate and reorganize the apparatus, reduce the number of deputy heads of administrative organizations and non-business units in accordance with the Government's regulations; improve the implementation of the one-stop mechanism; strengthen the reception and settlement of administrative procedures through online public services at levels 3 and 4;

Also, accelerate the transformation of non-business agencies into self-financed ones and the application of information technology to the operations of state administrative agencies; and strive for the average position on the ranking of provincial administrative reform index.

In particular, Hoa Binh will emphasize the goal to have 100% of the province’s legal documents issued in accordance with the law, creating favorable conditions for mobilizing and effectively using all resources for investment in socio-economic development.

Accordingly, all administrative procedures in the province are simplified, public and transparent. They are all simple, easy to understand, and easy to be implemented to help people and businesses save time, cost and effort. All administrative procedures in the list announced by the Chairman of the Provincial People's Committee are handled according to the one-stop mechanism.

To better attract investment in 2021, Hoa Binh province is determined to effectively implement the tasks and solutions to achieve the goals set out in Decision No. 97/QĐ-UBND dated January 16, 2021 and Decision 121/QD-UBND dated January 19, 2021 of the Provincial People's Committee on the Plan to continue the main tasks and solutions to improve the business environment and enhance competitiveness of Hoa Binh province in 2021.

The local authorities have implemented the laws, decrees and guiding documents related to enterprises and investors such as the Law on Investment, Law on Enterprises, Law on Public-Private Partnership Investment, Law on Construction.

Along with administrative reform, and provision of online public services at levels 3 and 4, the province has piloted the Competitiveness Index of districts, cities and departments (DDCI) in 2021. The Hoa Binh Provincial Center for Investment, Trade and Tourism Promotion is the bridge to accompany businesses in human resource training, and improve market linkages, trade investment promotion and tourism.

Promote information technology

Following the 4.0 revolution, Hoa Binh has been accelerating the application of information technology in management and operation. In 2020, the Hoa Binh Provincial People's Committee put into operation the Hoa Binh Provincial Smart City Monitoring and Operation Center (IOC). This center was built by the Vietnam Post and Telecommunications Group (VNPT) with the goal of providing comprehensive data on activities in the province.

The Provincial People's Committee has focused resources on building a unified online public service portal, which is connected to the entire electronic one-stop system of 100% of state departments, agencies, People's Committees of districts and cities, People's Committees of communes and wards, townships in the province; and connected with the National Public Service Portal. The province has also applied information technology solution on residency management, which enables the local police agencies at all levels to manage online accommodation business establishments.

The province has deployed a 4-level interconnected video conferencing system from the central to the commune, with a flexible connection model, effectively serving the timely direction and administration of leaders at all levels, especially during the recent outbreak of Covid-19.

In the period of 2020 - 2025, Hoa Binh aims to maintain, connect and share data of the Provincial Public Service Portal, the province's electronic one-stop information system to the National Public Service Portal; to have 100% of popular online public services at levels 3 and 4, which are related to many people and businesses, to be integrated to the National Public Service Portal.

Other goals include: 100% of transactions made on the Province Public Service Portal and the province's electronic one-stop information system are authenticated electronically; 40% of people and businesses participating in the e-Government system have their e-identifications verified smoothly and unified across all information systems of governments of all levels;

Also, the rate of documents for online public services at level 3 and 4 solved out of the total number of applications to reach 50% or more; 80% of administrative procedures to be offered online at levels 3 and 4; 50% of online public services at levels 3 and 4 of the province to be integrated to the National Public Service Portal; at least 90% of people and businesses to be satisfied with the handling of administrative procedures;

In addition, 60% of the province's information systems related to people and businesses to be connected and interconnected through an integrated and data-sharing platform; and information of people and businesses digitized and stored in national databases.

Thanks to its great efforts in administrative reform, the position of Hoa Binh province in rankings of investment attraction has improved. The province moved four places up on the Provincial Competitiveness Index (PCI) 2020 ranking. With a total score of 62.80 points, it ranked 44th out of 63 provinces and cities; and 7th out of 14 provinces in the northern mountainous region.

This is an important result recognizing the province's efforts to have an open, transparent, fair and friendly business and investment environment. Of the 10 PCI component indexes, there are four component indexes that increased compared to those in 2019: Market entry with 7.84 points (compared to 6.55 in 2019); time cost with 6.63 (6.33 in 2019); Business support services 6.61 (5.97 in 2019); Legal institutions and information security 6.99 (6.31 in 2019).

Regarding the Public Administration Performance Index (PAPI) 2020, Hoa Binh province was in the group of 11 provinces and cities with the highest positions in the country with 44,604 points, ranking 11th out of 63 provinces and cities. The province scored very well in areas such as people’s participation at the grassroots level; publicity and transparency in decision making; and accountability to citizens and e-governance.

Many investors have been choosing Hoa Binh as a destination. According to data from the Hoa Binh Provincial People's Committee, by mid-June 2021, the province had 629 active investment projects using non-state capital, including 40 FDI projects with total registered capital of about 619,362 million USD; 589 domestic projects, with a total registered capital of 92,218 billion VND.

There are 419 investment projects in the field of construction industry; 142 projects in the field of service - trade; 57 projects in the field of agriculture; and 11 investment projects in the fields of building training and cultural facilities.
