The Resolution of the 13th National Congress of the Communist Party of Vietnam clearly stated strategic breakthroughs, which emphasized "development of human resources, especially high-quality human resources". This is considered a key task to create a driving force for the country's strong development in the coming years.
With the goal of training and developing human resources, particularly high-quality human resources, providing vocational training for rural laborers to contribute to rapid and sustainable economic restructuring, in recent years, human resource training has always been a task of focus of the Party Committee and authorities of Hoa Binh province.
Accordingly, vocational education institutions in the province have designed training programs suitable to the needs of local enterprises and the socio-economic development requirements of the province. In particular, in order to well implement the Law on Vocational Education and Training and the Project on Developing High-Quality Human Resources, the Provincial Party Standing Committee issued Directive No. 38-CT/TU on strengthening the Party leadership on vocational education work in the province.

After 3 years of implementation, the awareness and actions of the relevant agencies at all levels on the guidelines and policies of the Party and State regarding vocational education have changed a lot. Skilled human resources are increasingly developing, contributing to improving labor productivity and increasing competitiveness in the new situation.
In addition, the provincial Department of Labour, Invalids and Social Affairs has organized propaganda and training programs for officers and teachers of vocational training institutions, employees of the Departments of Labour, Invalids and Social Affairs of localities to stipulate new regulations on enrollment, organize training courses, organize and evaluate education and training programs and textbooks, to set regulations on communication, association and organization of training courses, new policies on vocational training support…
On the basis of the project "Innovation and improvement of the quality of vocational education" under the target program of vocational education - employment and occupational safety, the province's socio-economic development orientation and the need of local enterprises, the provincial Department of Labour, Invalids and Social Affairs has guided vocational training schools in the province to consider and propose key occupations.
So far, 10 enterprises in Hoa Binh Province have set up vocational education training institutions and participate in vocational training activities.
By the end of 2020, there were 22 licenced vocational training institutions that are eligible to enroll trainees and organize vocational training courses; excluding 17 vocational training institutions and establishments that offer vocational training courses of less than 3 months, 4 projects to establish vocational training institutions, including 6 colleges, 3 intermediate schools, 13 vocational training centers. More than 85% of graduated trainees have found jobs and have had stable incomes.

As part of the annual Provincial Competitiveness Index, Hoa Binh Province's labor training index is always higher than the national average. In 2020, Hoa Binh ranked 30/63 provinces and cities in this category. Most enterprises said that the province’s labor workforce meets their requirements.
Although the province's labor training task has achieved many positive results, there are still limitations compared to the requirements for human resource development, especially high quality human resources.
Specifically, the proportion of untrained workers is still large, the quality of training is not high enough, the structure of occupations is unreasonable. There is a shortage of qualified, capable and skilled workers, and a surplus of manual labor. The province also lacks good leaders, managers, corporate administrators and a team of economic, technical experts, and skilled workers...
Based on this fact, on October 11, 2021, the Provincial Party Standing Committee approved Project No. 04-DA/TU on science and technology development and innovation associated with innovation and enhancement of education quality and development of high-quality human resources in the period of 2021 - 2025.
One of the objectives of this Project is to fundamentally and comprehensively renew education and training; effectively implement the policy of education and training together with science and technology as the top policy and the driving force for socio-economic development; improve the quality of human resources to meet the requirements of the fourth industrial revolution and contribute to improving the global innovation index.
Specific goals by 2025 consist of: 100% of secondary schools and high schools have vocational education programs; 45% of high school graduates continue to study at vocational training institutions at college level training; 100% of primary and secondary school teachers have university degrees or higher, have pedagogical capacity; 59% or more preschools and high schools meet national standards;
The rate of trained workers is about 63%, of which 25% have degrees and certificates. about 77,500 workers are trained, of which 12,000 people are trained at college and intermediate level; 33,500 people are trained at primary level; 32,000 people are vocationally trained for less than 3 months.
To achieve these goals, the province sets out key tasks such as promoting research, application of scientific and technological advances and innovation to serve industrialization and modernization; To radically and comprehensively renovate education and develop people to meet the requirements of high-quality human resources; To innovate, improve the quality of human resources, develop people to meet the requirements of high-quality human resources of the fourth industrial revolution.
At the same time, the province also sets implementation solutions such as: Renovating and improving the quality of vocational training; promoting digital transformation in human resource training to meet the needs of rapid and sustainable development; attracting high-quality human resources, promoting regional linkages in human resource development; renovating education and vocational training; mobilizing all resources and investing in development of facilities to train high-quality human resources; building and developing improve the quality of the contingent of cadres, civil servants and public employees in the province.
