Hoa Binh City welcomes the 12th Provincial Party Congress.

The 13th National Party Congress has been a great success. In order to thoroughly grasp the guidelines, policies and solutions approved at the Congress, the Party Committee of Hoa Binh Province has focused on building a plan suitable to the province’s current situation.

At the mean time, it is comparing and reviewing the content of the Resolution to update, supplement and amend its plan in accordance with the functions, tasks, and actual needs of the province.

In addition, the Party Committee is also directing the government, the Fatherland Front, and other provincial socio-political organizations to supplement and amend the plan to implement the Resolution to their respective levels which have been developed and concretized by projects and plans for each field, with a clear roadmap for implementation.

Based on closely following and concretizing the action plan for the province, the Party organization has selected specific content that are directly related to the locality to supplement the construction of action plans for the Committee at all levels.

To promote and popularize the Resolution among the population, it is necessary to inherit the experiences and the creative and effective methods before and during the 13th Party Congress; continue to focus on comprehensive, synchronous, consistent, and timely propagandize about the success of the Congress, about the core contents, and new issues in the documents of the 13th Party Congress; focus on fighting against misleading, hostile information used to orient social opinion; publicly, fully, and comprehensively report the results of the implementation process for the Resolution the people in order to consolidate firm beliefs and creating consensus for the goal of developing a prosperous and happy country.

In particular, the Standing Committee of the Hoa Binh Provincial Party Committee also requested that the plans to implement the Resolution of the 13th Party Congress must be strictly, qualitatively, and effectively executed throughout the term. This is one of the key tasks for 2021, an extensive political activity for each cadre, party member at all levels to thoroughly grasp and properly and creatively implement the Party's Resolutions.

The Resolution of the 17th Hoa Binh Provincial Party Congress sets the goal of striving that by 2025, Hoa Binh province's economy will reach the national average; to become a developed province compared to other provinces in its region by 2030, and by 2050 to become a developed province compared to the whole country.

Focus on controlling the Covid-19 pandemic, mass vaccination against Covid-19 vaccine for the community. Revive and further develop socio-economy. Renew the growth model and restructure the economy.

Build and complete synchronously a development institution suitable to a full, modern, and integrated market economy. Develop synchronously and create linkages between regions, economic sectors, production and business types. Improve the legal system, especially the law on intellectual property and settle civil disputes; overcome the bottlenecks hindering the development of the country.

Maintain independence and self-reliance, continue to improve the quality and efficiency of foreign affairs and international integration. Strengthen national defense and security potential. Building a revolutionary, regular, elite, and gradually modernized People's Army and People's Public Security Forces, a number of armed services, armed forces, and forces to advance towards modernity, creating a solid premise to strive towards 2030, building the People's Army, the revolutionary, regular, elite and modern People's Public Security.

Arouse the desire to develop a prosperous and happy country. Preserve and promote Vietnamese cultural values and human strength in the cause of national construction and defense, and international integration. All while focusing on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, gradually developing the digital economy and digital society.
