Dozens of police were sent to the site to prevent a fight between the two teenagers, and to dismiss the crowds and restore order.
Seventeen people, including the two girls, were taken to the police station of Ben Nghe Ward, District 1.
The two female teenagers were fined VND150,000 (US$7) each for violating public security and creating public disorder, local police said.
Nguyen Nhat Thanh, deputy head of HCM City's police station in District 1, said that Hua Vy of HCM City and Vo Huynh Thanh Van from Binh Duong Province had publicly posted on their Facebook pages the date and time of their meeting on the street.
The aim of the meeting was to "settle their conflict", according to their Facebook posts.
As the two girls are well known in the online world, as their Facebook pages have tens of thousands of followers, many people knew about the “meeting”.
Police in District 1's Ben Nghe Ward also fined 13 people for gathering at the site with the two girls and encouraging their behaviour.
The 13 people, who were friends of the two girls, were without identity cards, police said.
Hundreds of curious onlookers watched the girls' argument on Nguyen Hue Street, causing a traffic jam. One streetlight was damaged as well, police said.
