VietNamNet Bridge – The Hung Vuong University has decided to take legal proceedings against the Ministry of Education and Training, which released an unreasonable decision on transferring thousands of Hung Vuong’s students to other schools.
Three months ago, 1,500 fourth year students of the Hung Vuong University complained they could not attend the final exams just because of… a stamp.
Prior to that, on June 14, the HCM City People’s Committee released a notice that it did not recognize Le Van Ly as the President of the school. The city’s authorities instructed Ly to give back the stamp and relating documents to the school’s board of management.
However, Ly did not respect the instruction. He was absent at the meetings between the city’s authorities and the school’s board of management. He did not return the stamp.
More than 6,000 students, including the 1,500 fourth year students got suffered from the school’s inner conflicts. They cannot attend final exams to graduate the school, because of which they may lose job opportunities. Meanwhile, the school cannot make transactions with banks to cover daily expenses.
Deputy Minister of Education and Training Bui Van Ga has decided that the 1,500 fourth year students would be transferred to other schools where they would attend the final exams and defend theses for graduation.
Under the decision, the four schools to be responsible for organizing final exams for the 1,500 students include the Saigon University, HCM City Open University, the HCM City University of Technology and the Agriculture and Forestry University, a member of the Hue University.
Commenting about the move by the education ministry, Lawyer Phan Quan Chien Thang, former assistant to the former President of the Hung Vuong University Le Van Ly, said: “The ministry has broken all the regulations it has built up over the last many years.”
Local newspapers, quoting lawyers and educators, have also pointed out the problems in the education ministry’s decision.
Under the current regulations, fourth year students must not transfer to other schools. Meanwhile, the ministry has turned the green light on allowing the students and the relevant schools to break the laws.
Dan Viet newspaper has quoted Ngo Gia Luong and Nguyen Dang Don, who represents the Hung Vuong School’s collective, as saying that Hung Vuong will sue the education ministry for its unreasonable decision which deeply intervened in the school’s right to determine its internal affairs.
“We will sue the Ministry of Education and Training. The heads of the ministry even did not come to the Hung Vuong University to learn about the existing problems. They just read the reports from the HCM City People’s Committee,” Luong and Don said.
While the state management agency and Hung Vuong School argue about how to deal with the problem, the students of the school complained that no one has consulted with them on the issue.
“We need a meeting with the participation of the representatives from the school’s board of management and relevant agencies. We don’t want to be considered as “commodities” which can be easily exchanged or removed,” said Nguyen Thi Ngoc Yen, a student.
