On April 10, provincial authorities confirmed that an investigation has been initiated into alleged breaches of regulations governing resource extraction.

Earlier in March, the Economic Security Division identified signs of irregularities in the company’s mining activities in Luc Son. The firm, headquartered in Luc Nam Commune, is led by director Ngo Duc Khai, born in 1974.

Initial findings show that on June 3, 2025, the company was granted a license by the Bac Giang provincial People’s Committee to extract minerals over an area of 10 hectares, with reserves exceeding 2.6 million cubic meters, including leveling soil and materials for brick production.

At the time of inspection, however, the company had only been allocated 3.51 hectares eligible for extraction. The remaining area had not yet completed procedures for land leasing or land-use conversion and was therefore not authorized for mining.

Despite this, the company is alleged to have expanded operations beyond the permitted zone, violating an estimated 0.8 hectares and extracting around 30,000 cubic meters of soil illegally.

Based on collected evidence, authorities determined that the case shows signs of criminal conduct. The Bac Ninh Police Investigation Agency has officially taken over the case, initiating proceedings under Article 227 of the Penal Code.

The investigation is ongoing and expected to expand to clarify the responsibilities of related individuals and organizations.
