This pause is to prepare for the issuance of ID cards under the new ID Law No. 26/2023/QH15, which will take effect on July 1, 2024. From that date, the police will resume ID card services in accordance with the new regulations.

According to Article 24 of the 2023 ID Law, the following cases require the issuance or renewal of ID cards:

1. Vietnamese citizens must renew their ID cards at ages 14, 25, 40, and 60.

2. Changes or corrections to last name, middle name, given name, or date of birth.

3. Changes in identity, addition of facial photos or fingerprints, gender reassignment, or gender change as per legal provisions.

4. Errors in the printed information on the ID card.

5. Re-establishment of personal identification numbers.

6. At the request of the ID card holder when there are changes in administrative unit arrangements.

7. Upon request of the ID card holder.

Additionally, from July 1, 2024, citizens under 14 years old can also be issued ID cards upon request. The time frame for issuing, exchanging, or reissuing ID cards is within 7 working days from the receipt of complete documents.

Article 25 of the new law outlines the order and procedures for these processes. In cases of gender reassignment or gender change, or changes in personal information not yet updated in the National Population Database, individuals must present legally valid documents proving the changes. The identification management agency will then update the National Population Database and collect the old ID cards for reissuance.

Article 46 of the 2023 Identification Law specifies the validity of previously issued ID and citizen identification cards:

- Cards issued before the effective date of this Law will remain valid until their printed expiration date, except as stated in Clause 3 of this Article.

- ID cards valid after December 31, 2024, will remain valid until that date.

- Documents issued using information from ID and citizen identification cards will retain their validity without requiring changes.

- ID and citizen identification cards expiring between January 15, 2024, and June 30, 2024, will remain valid until June 30, 2024.

- References to citizen identification cards and ID cards in legal documents issued before this Law’s effective date will be treated as references to ID cards as defined in this Law until the documents are amended, supplemented, or replaced.
