According to statistics, Quang Ninh ranks 18/63 provinces and cities in the country for forest area, with nearly 423,000 hectares of land planned for forestry, accounting for 68.4% of the province's natural area. Of which, there are more than 370,000 hectares of forested land.

Implement projects on developing sustainable agricultural and forestry production, promoting the potential and strengths of regions to produce goods based on the value chain under the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas in the period 2021 - 2030, Quang Ninh has focused on implementing sustainable forest development according to the planning of 3 types of forests; strengthening forest management and protection, forest fire prevention and fighting; converting forest types, changing forest use purposes, developing large timber forests, processing forest products, sustainable forest management and forest certification.

To direct and manage forestry activities, on November 28, 2019 the Provincial Party Standing Committee issued Resolution No. 19-NQ/TU "On sustainable forestry development in Quang Ninh until 2025, with a vision to 2030," creating a premise for sustainable development of forestry. This is one of the first thematic resolutions in the country on sustainable forestry development.

To ensure enough investment resources to implement the project to develop large timber forests according to Resolution No. 19,  Quang Ninh province has mobilized 1,252 billion VND to invest in forestry, of which more than 271 billion VND comes from the state budget, the funding for planting replacement forests of more than 49.5 billion VND, and over 931 billion VND from businesses, households, and individuals.

Up to now, Quang Ninh province has planted more than 2,242 hectares of forest, equal to 112.1% of the plan. It has maintained a stable forest coverage rate at 55%; forest quality is improved. The annual output of timber from planted forests and exploitation of forest products has increased.

Especially, since 2021 when Resolution No. 337/2021/NQ-HDND of the Provincial People's Council was piloted in Ha Long City and Ba Che district, there have been 1,016 households and individuals participating in the program to support plantation of large timber trees and native trees with a total area of large timber trees and native trees of more than 1,656 hectares. Total funding for this program is over 34 billion VND.

In order to diversify people's livelihoods to develop agricultural and forestry production, promote the potential and strengths of regions to produce goods based on the value chain, recently, the province has also implemented a series of solutions to reduce poverty for people in ethnic minority areas.

To date, 165 poor households have escaped poverty and the number of near-poor households has reduced by 1,145. The province no longer has poor households according to the national poverty standard.

According to the province's poverty standard stipulated in Resolution No. 13/2023/NQ-HDND, Quang Ninh currently has only 246 poor households, accounting for 0.064% of the total number of households in the province, including 171 poor ethnic minority households, accounting for 69.5%. of the total number of poor households; 3,063 near-poor households, accounting for 0.797% of the total number of households in the province, including 1,638 near-poor ethnic minority households, making up 54.48% of the total number of near-poor households.

In 2023, the average income per capita in 67 ethnic minority communes in mountainous, border and island areas of the province reached over 73 million VND/person (an increase of 27,248 million VND/person/year compared to 2020, an increase of 18,948 VND/person/year compared to 2022).
