On Hoang Cau Street, a similar motorcycle carried bulky scaffolding. Some construction material shops used old motorcycles like this to transport construction materials. 

On De La Thanh Road, this motorcycle carried hundreds of kilos of construction iron.

Drivers of these old vehicles said they are poor and have to use these motorbikes to earn their living. The Vietnam Vehicle Registration Administration said Vietnam does not have provisions on the age of private vehicles such as motorcycles and cars because they are private property and the liability is associated with the user. It is inappropriate to take administrative measures to eliminate private vehicles from use as as commercial vehicles because in rural and remote areas, vehicles remain the major means of transport and subsistence of people.

Hanoi traffic police said that it was difficult to handle polluting vehicles because the police do not have specialized equipment to measure smoke.

Under a recently issued decision of the Prime Minister, out-of-date motorcycles will be revoked from January 2018. The manufacturers are responsible for recovering their products through setting up points of collection of old vehicles. The users are responsible for transferring the obsolete vehicles to the organizations and individuals in charge of revoking outdated products.
