The past 14 years have witnessed the transformation of Quang Trung Software City (QTSC) from a 43-hectare plot of land into Vietnam’s largest software park. The park has been equipped with a complete technical infrastructure and been able to provide excellent services as well as a premium working and living environment. QTSC is also one of the most successful concentrated software parks in Vietnam and Asia. Its organizational structure, vision and development orientation have been highly appreciated by international business communities.
According to Tran Phuc Hong, vice president of TMA Solutions, a local software giant based in the software park, as a national software center, QTSC is in a favorable position to promote Vietnamese software abroad and call for foreign investors in the information technology (IT) industry.
La Manh Cuong, managing director of Luxoft Vietnam, says, “QTSC is now the biggest hub of the best IT personnel the city has to offer. This is the result of great efforts expended by the QTSC staff and enterprises operating in the park.”
QTSC’s new development
In 2015, the QTSC chain brand will be promoted nationwide together with the debut of the QTSC’s new development. Nguyen Duc Hien, QTSC chairman and CEO, says the plan was first discussed at a meeting of the CEO Club in March. In line with what has been conceived, the new development plan will be set up to attract more local and international ICT companies. “It means applying the latest technology into daily working activities in the park,” Hien says. “Such activities will help improve service quality, living environment and landscape, which will culminate in a green, clean, smart and modern QTSC.”
Specifically, QTSC continues to improve its working environment so that it will become ever greener and cleaner. Building a new operational center as well as a community center for 17,000 people, creating a new QTSC symbol and renovating inner roads and gates are among the software park’s top agendas.
Polishing the QTSC brand
As Vietnam’s biggest software park and the first concentrated IT park recognized by the Ministry of Information and Communications, QTSC has established a premium brand. Last year, the Politburo issued Resolution No. 36-NQ-TW on boosting IT application and production to meet the demand for sustainable development and global integration. For the first time, the resolution mentioned the cooperation for development: “Developing IT park chains, incubation centers and IT service providers meeting international standards.”
This is a prerequisite for the QTSC chain to be developed in HCMC and other localities based on QTSC’s existing strengths. Initially, five software parks are planned in HCMC and another in Dalat City (see the list below).
QTSC brand building is to facilitate investment, expand domestic and international markets, save costs of building IT infrastructure, bring into full play local advantages, and enhance the competitiveness of the local software industry. “Promotion activities depicting Vietnam as a destination for IT multinationals will be carried out,” says Hien. According to him, experience in management, operation and human resources development from the existing QTSC will be passed on to other QTSC software parks.

The government of HCMC has asked the Ministry of Information and Communications to forward a scheme to establish the Quang Trung Software City chain in the city and other provinces to Prime Minister Nguyen Tan Dung for approval.
Under the scheme, the city will join hands with some provinces in the focal southern economic zone to develop and upgrade infrastructure for IT development.
Earlier, the ministry gave the green light to HCMC to implement the software park chain project that was prepared by the HCMC People’s Committee, Vietnam Post and Telecommunications Group (VNPT), Vietnam National University of HCMC and the Central Highlands province of Lam Dong.
The Quang Trung software city chain includes Quang Trung Software City (QTSC), QTSC No.2, Vietnam National University of HCMC’s IT Park in Thu Duc District, VNPT’s IT Park in District 10, and Hochiminh City University of Technology (HCMUT) Science Park.
Quang Trung-Dalat software park in Dalat City of Lam Dong Province and those in other provinces will be set up in the coming time, following the standards of Quang Trung Software City in HCMC.
HCMC proposed the Ministry of Information and Communications recognize the Quang Trung Software City chain as a key software park in the country and part of a master zoning plan for IT development until 2020 with a vision toward 2025.
