A recent inspection revealed a number of misconduct in joint programs between the Hanoi National University and its foreign counterparts between 2006 and 2010.

Up to 16 out of 20 programs lack project details required or do not have the documents to confirm their legal status.

The bachelor's degree program between the Centre for Educational Technology and Career Development (ETC), under the Hanoi National University, and Griggs University requires a minimum university admission score from the Ministry of Education and Training. However, student records do not include their scores.

In 11 MBA programs run with Belgian, American and Chinese universities, students have been granted degrees without writing or defending their graduate theses.

The Government Inspectorate proposed that the Prime Minister rescind over 2,000 Bachelor and MBA degrees from these programs. The agency also asked for a thorough inspection of the school's finance and training programs.

The case of ETC will be investigated by the Bureau of Corruption Criminal Investigation.

ETC is an official member of the Hanoi National University, and has operated for seven years. It has partnered with many well-known universities, such as the University of Delaware, Griggs University, and Newcastle University.

The inspection concluded that most of these partner schools were either unrated or had lower rankings than Vietnamese schools.
